Taking it at face value is extremely naïve, and no one in the fintech world thinks this way. AML laws exist solely for the purpose of enforcing the American grip on the world's politics via financial means.

Every financial system in the world that remotely matters is a member of FinCEN and adheres to the same rules.

Except the US of course.
