It seems to me that the tone of the article is critical of the fact that Trump might scuttle the loan, wile the content of the article says that no responsible admin would ever approve it.
Though somewhat aside the point, I don't get what Hunterbrook thinks is the correct step for the current pro-green govnmnt to do before giving up the keys.
