I’m interested in a substantive overview of the current legal and policy landscape. What do lawmakers at various levels of government need to read? Suggestions?

(I’m less interested in people venting or spitballing their opinions here; e.g. claims such as “regulators are dumb” or “this cannot be regulated”. There are an interesting menu of options available that deserve to be unpacked.)
