By that logic, a current Gen Intel CPU is also legacy. It might be carrying a lot of legacy cruft, but calling it a legacy architecture seems just wrong.

Let's not mix microarchitectures and ISAs.

It is very possible to make a great modern implementation of a bad ISA full of legacy cruft; Zen4 is a good example of that. Intel get a participation award for trying.
