Seriously, why can't you add a markup layer to a hypertext document without copying it and embedding said markup? This exposes you to the dangers of copyright law, and the trolls that exploit it. Talk about false advertising.

HTML specs say you can do what you’re saying. The tools and most publishers haven’t focused on implementing annotations and edits well.
