I have seen people recommend cheap Chineese mills and other "precision" equipment; with the caveat that you need to disassemble the thing and rebuild it first, polishing parts and correcting assembly and occasional design errors on the way.

Seems like that would be a good stance to take on these cars: that look almost like those two cables were rubbing against each other in motion and finally wore the insulation away. That's something a tear down and rebuild could catch... as is the cardboard insulator which really was worth investing a couple bucks in some borax soaked wood, at least. perhaps an actual shingle.
