Wouldn't this just encourage companies to outsource to cheap labor nations even more thus damaging the domestic economy and costing even more jobs domestically?

Not sure if this per se incentives to go to cheap labor nations... But at least it might make sense to remove tax incentives that favor robots over people from a political perspective.
