You nailed it. Of course all usual caveats apply. I won't be surprised to find a few excellent schools out there; but, I expect them to be the exception, not the rule. Education in this country is a national disgrace. Have kids? Get yourself on the local school board.

Developing a free replacement software for a pacemaker is kinda pointless without the ability for the consumer to reprogram it.
Whilst Richard Stallman and his GPLv3 would like it to be so, you're correct that this isn't the point. It's not supposed to be reprogrammable by the consumer, but the consumer should be able to know what code is running on it.

Allow me to venture a guess. At some time in the future the county will auction off its surplus assets (old computers). The computer with hard drive, data & all else will be sold to the highest/only bidder for about three bucks.
It is also possible that the county has data retention/destruction policy, in which case the county commissioner's brother-in-law will be paid on a contract basis to have his children / some migrant workers remove the drives and feed them into a tree shredder, and then sell the bits for scrap.

3. ADH8066 GSM Modules are approximately fifty bucks. Serial port, AT commands, etc. Who knows where you can get a data carrier for reasonable cost in this country.
