I doubt it's beeper. After all they contribute a LOT, they employ tulir who maintains most of the bridges which are all offered as FOSS. Even though they compete with Element One a bit (not really because they're twice the price and offer way more bridges) they can't be considered freeloaders. Perhaps they don't contribute much to the core service but the bridges are really important to the ecosystem.
The governments? Perhaps. But they're high-profile clients that give matrix a lot of validity. Also I doubt they write much code they don't open source.
You probably just need to change the settings to battery saver - no restrictions for Element. Your OS is probably killing the app aggressively (I've seen this with telegram a lot as well with many people).
