For some reason, the especially gullible fall for it in droves. This talking style is essential to MLM profitability.
It's pretty clear, and has been for years, that Trump is mentally impaired. He rambles, is incoherent, loses his thought all the time, and generally his sentences don't make much sense. It's more or less normal for someone of his age and lifestyle.

There's just no semblance of coherence there. And he does that all the freaking time. It's obvious he has dementia or something of the like, and belongs in a specialised care facility. Yet people hear/watch/read this, and think to themselves this is the kind of person they want with absolute and total power over everything in the US (remember, his loyal supreme court said he has total immunity, and all checks and balances have been thrown out the window by the people supposed to be doing them refusing to do their duty), from budgets to nuclear weapons. I genuinely would not be surprised if the world ends up in a nuclear war because of him getting angry at something he misunderstood while on the can.
It's honestly kind of a tragicomedy to watch from afar. If this were a book or a movie, nobody would buy it, yet here we are. Reality really is stranger than fiction.
No. The story I read was for "Interim Top Secret". If you have a clear National Agency Check (arrest and convictions), and do not flag as a drug user / mental case, then you can be given an "Interim Top Secret" while waiting for the clearance adjudication. Does not allow access to SCI, or NATO Cosmic, but does allow access to regular Top Secret. There is also an "Interim Secret". Over 90% of the people with interim clearances are positively adjudicated.

Top Secret is also a fairly common clearance, despite the name it is not a clearance level reserved for highest levels of intelligence or anything like that.

This is unsustainable. A quarter century ago, Al Gore suggested putting a small amount of money aside to fund the program in the future and everyone laughed at him, on both the left and right. Instead they cut themselves stimulus checks and went to the mall, kicking off a decade of indulgence that ended with the 2008 global financial crisis while spending 7 trillion pounding sand in Iraq and Afghanistan with no particular goal and little to nothing to show for it.
This generation has acted like overgrown children their entire adult lives, they've spent and borrowed and kicked every can in sight down the road. They rigged this program along with every other as another massive transfer of wealth from the generations with the least money to the one with the most. As a final FU to future generations, they are as we speak in the process of dismantling the global world order that has protected and enriched them for their entire lives. I hope in the near future they will at last see some retribution for all of this.
