It's quite a bit more inclusive than that [1] and IQT is just a small piece of it. There are endless programs coming out of Stanford SRI and Harvard that get tested by the public and have dual use civilian and DoD.
If somehow the name were to be changed I think your later point wouldn’t make much sense. It would be associated with the United States of America, not North or South America or even “America” if it referred to both continents. Nobody in Belize or Paraguay or Cuba is under the impression that renaming the Gulf of Mexico to the Gulf of America is for hemispheric unity…
I’m surprised he isn’t trying to name it the Gulf of Texas or the Gulf of Florida. Personally I think the Gulf of Ohio has a nice ring to it. We have already taken over Pasadena, California and the entire state of South Carolina as things currently stand.
I though he would try to net profit through probability by requesting to regenerate the file and hope to get a compressible one in at least 5000/100=50 times. (Though I don't think that would work.)
